Questions About Former Police Chief's DUI Case

The former Riverside, CA Police Chief who crashed his city-owned car on Super Bowl Sunday is now facing DUI charges.

Earlier Monday, prosecutors filed charges against 62-year-old Russell Leach.

The crash happened early in the morning on February 8th, just hours after Leach was seen at a strip club.

A lawyer for the club says surveillance video shows Leach spent several hours drinking before the crash.

Leach reportedly went into the topless Club 215 in Colton at 10:24 p.m. Feb. 7 and drank four Chivas Regal Scotch whiskeys, ate chicken wings and left at 1:48 a.m., said club attorney Roger Jon Diamond.

Diamond said that Leach spent some time with one of the dancers and that investigators interviewed the woman, along with the bartender and manager.

Prosecutors say California Highway Patrol investigators determined Leach had taken prescription drugs and had at least 11 drinks before the crash.

Leach, who resigned after reports of the crash surfaced, appeared "fine" when he left the club, according to Diamond.

"He wasn't drunk, he wasn't disorderly," Diamond said.

Leach crashed into a fire hydrant roughly an hour later.

He continued for roughly three miles despite a hanging fender and two blown tires.

The former chief claimed he was disoriented on prescription drugs before the crash and said he was retiring for "medical reasons" effective immediately, according to a statement from Riverside City Manager Bradley Hudson.

CHP Inland Division Chief Jeff Talbott said Riverside officers stopped the chief in the damaged car a few miles from the crash site.

It appeared that no one gave him a field sobriety test, CHP Inland Division Chief Jeff Talbott said.

The CHP says Riverside police did not indicate the suspicion of impairment in their initial crash report.

"There's no information about the traffic stop anywhere in the report," Talbott said. Leach was released on his own recognizance.
