Sex Offender Released After 20-years Offends Within Days.
California’s dysfunctional justice system has achieved a new low releasing a registered habitual sex offender on February 28, 2010 who almost immediately offended again. He was arrested Tuesday on charges of child molestation and for failing to register his address change.
The 55 year old man, initiated a relationship with at least one 14-year-old.
Detectives believe Precobb had a juvenile in a Sacramento motel room, where the man was later arrested, and had provided the victim with alcohol.
Officials said Precobb had also engaged in sexually inappropriate conversations with the juvenile.
The man was released from prison with no conditions, that he was diagnosed as a mentally disordered sex offender, and that he had been in prison for about 20 years prior to his release.
Curran said because the Sexual Assault Felony Enforcement Team believes that Precobb is a flight risk and a "serious and immediate threat to the safety of the community," they requested and were granted a $1,000,000 bail enhancement.
He is scheduled to appear in court on Friday.
The State is still simmering about other sex offender murders and reports of abuse.
