Anger Building Over Leniency and Mishandling of Sex Predators.

John Albert Gardner III, the 30-year-old registered sex offender charged with the murder of 17-year old Chelsea King whose body was found in a shallow grave in a San Diego Park got a figurative slap on the wrist in a 2000 case.

In the 2000 case a court-appointed psychiatrist, Dr. Matthew Carroll, urged the "maximum sentence allowed by law" for Gardner for molesting a 13-year-old neighbor girl at his home, according to court documents. He called him "an extremely poor candidate" for treatment because he refused to admit any responsibility.

Gardner faced a maximum of nearly 11 years in prison in 2000 under a plea agreement, but the judge accepted the prosecution's recommendation of six years. He was on parole for three years, until September 2008. Gardner is also suspected in the disappearance of Amber DuBois, age 14, in the same area. He was also identified in a photo lineup by Candice Moncayo, who was attacked on December 27, 2009 in the same park where Chelsea King was murdered.

Angry is building at the apparent mishandling of the tens of thousands of third tier sex offenders – the most serious kind.. A spray-painted message was found on the garage door of Gardner’s mother’s home in San Diego's Rancho Bernardo area early Wednesday that read, "Chelsea’s blood is on you. Move out." Police did not know who painted it.

John Walsh, founder of "America's Most Wanted," meet with President Obama this week. Obama again promised funding for the Adam Walsh Act that was passed in 2006 but never funded by Congress. The Act will establish a national sex offender database. Adam, John Walsh’s son, was kidnapped, molested and murdered by the registered sex offender.

Gardner did not plead for bail at his arraignment this week and is incarcerated.
